Compared to OB , do you notice more people around so that according to what was told us to justify the merging of the armours into one single element?

Not really, no. My personal thought about the armor allowing more people is this. I don't think they were lying, I just think they were not telling the whole truth. I'm thinking what we got was not more, but rather not less. If that makes any sense.
