I say the shout but it don't come out!

Don't know if anyone else has had this problem but Ill use my dragon shout, my character will say the shout, but the effect of the shout doesn't happen. The best part is, I can't use magic for about 5 minutes because it says "Cannot use magic while shouting". Any thoughts?
