So am I the only one who finds riften anarchic? I support the empire and imperial troops are now there but normally a "riften guard" spawns and attacks the imperials now throw in the random spawn thief attacks and dragons and the place is epic chaos.

So im just wondering does anyone else experience the "riften guard" or is it a bug?
