does it help with the frame rate drops and texture pops?

supposedly installing the game could get worse with frame rates and textures. Also it could ruin your save data, making it unload-able or other obscure nuisance

You can always uninstall you know, just delete the game data NOT save game data from HDD under Memory in the settings menu. And again if you have a spare flash drive over 6gb then worth installing to that to see how it runs.

Oh come on, from reading your post, you have not read any threads or posts at all because you wouldn't have asked about texture pop ups.

When I installed to HDD, never noticed about frame rates, they were both the same, good, but didn't have alot on screen to slow anything down, but textures are worse, way worse. Load times are abit faster except when going into the menu by hitting B. Get slow downs big time on HDD and playing off disk, memory stick.

Have you bought the game for the 360? It doesn't take that long to install surprisningly. Maybe this is why installing to HDD is a problem. I rememeber installing Oblivion, Fallout 3 and New Vegas took over 10 minutes to install, but Skyrim took less than 5 minutes. So maybe it doesn't install properly because it's so fast.

It installs so fast because there's only 3.8GB of data on the disc (compared to 6 or 8 gigs for most other Xbox games). This is quite surprising considering Skyrim is such an ambitious game.

Installing the game to the Xbox 360 HDD is recommended in nearly every way: it makes load times slightly faster, plus your Xbox is quieter and will probably live longer.

Just one huge problem right now: There's a bug that causes most people to see very low resolution textures if the game is installed to the HDD. Actually some people - including me - get the awful textures no matter how the game is played, but many people report that the textures look fine when played from the disc. Bethesda say the 1.2 patch will be certified and released "the week after Thanksgiving", but have not specifically said the patch fixes this problem.
