Some mods are just retextures, and that doesn't require the CK, some modders are changing a few things using TesEdit, but are limited in what they can edit, and still others are handy with a hex editor,
but are still limited considering that scripting and everything else is going to require the CK

Yes, like Occam said, texturing is fairly simple to do right off the bat. We can extract the textures from BSA files using the Fallout Mod Manager and then retexture anything we like using photoshop or gimp. Swapping out meshes is a similar process where one simply renames the NIFs. New models will have to wait until our more technologically savy folks get the new stuff figured out. ;)

You've been able to edit the scripts of Oblivion, Fallout 3 and Fallout New Vegas as well.

You don't need access to the source code to edit the scripts.

The Bethesda download page?

They are third-party programs developed by modders for modding.

Where have many people been putting off the Fallout Mod Manager as their own and giving people viruses? You didn't even know what it was until a little bit ago and now you know most of them are viruses?
