I would like to be able to select the appearance of weapons and armor for role playing and overall style..and not have it kill my stats.

I think everyone would enjoy to dress the way they want without hurting their armor rating or weapon damage..

You can already pretty much max overall AR by abusing smithing and using potions to boost it. Weapons well that wouldn't take too much in the CK to rebalance the stats of the weapons you like and dislike
