I finally got to Cidhna mine jail and try finishing the quest "No One Escape Cidhna Mine". I got the Shiv and the orc guy stand in front the door didn't give me any conversation to open the door.

I think this is a bug? My saved game file is way to far back. The Auto save file is not helping.
