Tarlok is an Equalist supporter. He changes his tune when it came to the final pro-bending match as soon as Tenzin mentioned a war between benders and nonbenders. And sure enough, after Amon attacks, Tenzin says they're at war.

For as slimy as Tarlok is, he's definitely not an Equalist. He put the match on because Lin guaranteed the safety of it.

No, he was playing her. Tenzin even mentions it. Rewatch that part if you can, and look at Tarlok's response when Tenzin mentions war. He smiles, then changes his tune.
