I haven't made much progress in the main quest but I've gotten to the point where dragons will appear in the wild.
So far I've killed about 5 in the wild. All 5 of these were in Dawnstar and I've yet to encounter one outside of this specific city (quest-related dragons not included).

Coincidence or are other people experiencing this too?
