How do you restore its glory?! ive beaten it and done job after job, but nothing yet. No achievement. have i not done enough jobs??

I figured it out! do 20 jobs, then you get a special job, I think you need one for each hold, because I did one in Whiterun and a merchant moved in. Man i hope i dont have to do 20 for each hold, even if it was the 5 main cities thats 100 jobs!

You need to do 5 jobs in each of the major holds to "unlock" the special quest for that hold (except Rift of course). Once special quest in each of 4 major holds is done, go talk to Brynjolf.
