When I went into The Ratway Vaults, I killed a Orc Lowlife, with nothing but a dagger, Shoes, and Ragged Trousers... except for a . That is exactly how it is spelled in-game, with the <>'s and all. It has a weight of 0, and a value of 0, and it appears to be some sort of shield when I equip it directly from his inventory. If I take it from his inventory, it will not appear, or disappear (can't tell which, as i can't find it after taking it) in/from my inventory. When equipped, it adds nothing to armor.

What's up with that?

Weird nothing like this has ever happened to me.
