I don't know if this is possible without the CK, but if it is, for the love of Alduin can someone dig into the quest to retrieve the Yarl of Markarth's shield and remove the ludicrously arbitrary level requirement(lvl20)? It's super annoying to have done everything necessary to trigger the quest(completion of which is necessary for the house buying dialogue to appear on Markarth's Steward), and then discover that for no ingame reason whatsoever, I have to wait another eleven levels.
