So I was in the process of looting a fort that was occupied by bandits, and on my third trip back it was all of a sudden an imperial fort. What the hell. I understand regenerating and rebooting dungeons so that it doesn't get repetitive, but give a guy some time. Anyone else notice this?

It must be that lucky loot finding ability the Imperials have. Can't leave stuff unguarded for a minute!

There is a civil war going on. Stormcloaks and Imperials will fight/ockupie forts and camps.
