[REQ] Enchanting Reform

I've seen this suggested as part of broader overhaul packages, but it'd be nice if someone would do a standalone version of some enchanting fixes fairly soon after the CK is fixed...here's what I personally would like to see (feel free to add other suggestions):

1) Change the Master-level perk from double-enchants to something more benign, like an additional 25% potency for enchants.
2) Remove +smithing and +alchemy skill enchants.
3) Add +spell damage enchants.

That's it. Those three simple changes would make the game much more enjoyable for me.

Is there anything like this out yet? Or any enchanting-nerfing mods? I saw the one that makes enchanting more powerful, but nothing that goes in the other direction.
