Not sure if anyone found this yet and need others to confirm, but I think I found another good location to level your sneak attribute in one of the early quests "The Golden Claw". In Bleak Falls Barrow shortly after you get past the crypts with the Draugrs, you'll come into a large cave with a heavy stream. Following it down, it will turn into a waterfall going over a ledge. On a bank far down on the other side will be another draugr. To your right the will be a long passage down to where the draugr is at. If you crouch at the ledge standing in the water with the draugr barely visible through the water while in sneak mode with a bow equipped and point it in the general direction of the draugr, he will get agitated and start to run up the passage way to you but he'll give up long before he gets to you and return to the ledge below.

This will repeat indefinitely and you don't have to move nor have an arrow drawn. If you do it right, he should never see you. The only thing that stops it is if your controller turns off which you can fix in your settings and by plugging it up before you start and you may want to make it an overnight thing to get to 100. FYI: I am playing Skyrim on a PS3. As this is my first play through, I don't know if the draugr always appears on the ledge nor if it will work on another platform. I would also guess there are other places where a similar thing may happen but this is the first I found. Also, didn't check my patch level on starting, but It's whatever the current one is today.
