So in "Reclaiming the Reach" in the rebbelion questline, I'm at the camp in the reach and Galmar has the arrow above his head. According to the guide's hes supposed to direct me to the next quest, yet when I talk to him only normal dialogue options (ie, what's the point of the war? etc) are allowed, and he doesnt initiate any other conversation.

Is anyone else having this problem? And what can I do to fix it?
