Hello everybody,

I've been playing for quite some time now, and I've come to realise that there are several places whit items not owned by the faction/NPC that is supposed to own them, allowing you to take them freely. I can now think of Cruel-Sea's house in Windhelm, or the Silver-Blood Inn Markrath. Is this somehow related to the feature that allowed you to take some items from your friends or is it simply Beth's lack of effort?
