So no random werewolf spawns?

So I am under the impression that werewolves dont spawn randomly and they are only a part of a questline. Is this true?

I don't believe so, they are part of the Companions plot line and Hircine's Quest.

No. I have encountered several around the world. At night, mostly. However there was one who was out during the day.
