I am supposed to talk to Galmer to attack Solitude but as soon as I got there a dragon attacked and now he won't say anything about solitude only about why we are fighting this war. Anyone know what I can do?

Reload a previous save! If you haven't done that yet you need to look up some tips on how to protect yourself from glitches and ways to workaround them.

Seriously reloading the most recent save should have been the first thing you did, not come here and ask for help.
