[REQ] Remix storm soundscapes

I've always enjoyed weather effects in games, but in Skyrim the various stoms feel a bit off. One major problem is that the sound effects are so low in volume that you never get the sense that you are in them - the rain, for example, mostly sounds like you're listening to it from inside a cozy, well insulated cabin. What you see and what you hear simply doesn't match up.

Tuning the audio sliders isn't really a solution, as even though you can get it to sound about right, other sound effects (like drawing your weapons) will be absolutely deafening. A stealth skeever attack would sound like armageddon.

So, I'd be a very happy camper if someone with the right skills and knowledge could take it upon themselves to fix it (maybe one could simply edit the volume on the correct sound files or even swap out the effects entirely).
