This is a companions quest in whiterun.
After you exit the witch cave and go to the funeral, no one at the funeral wants to talk to you.
The quest is stuck at "attend the funeral."
What is supposed to happen is that Eorlund is supposed to talk to you, but he does not exist anywhere in the game world at this point and time.
Apart from being unable to complete further quests that have anything to do with all the characters at the funeral, you cannot talk to the Jarl who is supposed
to participate in other quests.

setstage C06 xx only partially alleviates the problem. Some of the characters are still unable to talk.
