don't know if this is a bug, or because the piece of ore is perhaps quest related and thus, cannot be used until on a specific quest?

anyway, on mountain top, between Fort Greymoor and Swindler's Rest (West of Whiterun)
there's a patch of ore, it canot be interacted with :/
