Anyone have any tips to make that happen again?

I was traveling, she ambushed me on the road, and I killed her. She had a note on it saying someone wanted me dead signed by somebody named Astrid.

I reloaded my last save and travelled the exact same path, except this time there was bandits.. BAH.
