So...a few people and myself on the gamefaqs board are having this problem with the larceny target in the thieves guild. If you don't get the map while on the quest to go into the East Empire Warehouse, you can nolonger finish the Larceny quest for the map. Ive tried stealing the map 30+ times, it never gives me the quest to turn it in, and when I try to turn it in without the quest, it never gives an option to do so. Please consider fixing this issue. I think it has something to do with the guards and companions saying you arent allowed to be in the warehouse. And theres no other quest in the game that allows you to enter there as part of a quest.
