So I've pretty much followed instructions to a teeth. Installed to correct directory. Checked load loose data. Mods however aren't showing up. And I'm talking about obvious mods like changing the frost spell decal, etc.

Anyone with similar problems who found a fix? It just seems that the game doesn't load the mods at all.
