I encountered a dragon in the reach and It was all spazzy like people are saying but I encountered one in the rift and It was normal.

It's random and very rare.

I don't think location has anything to do with it.

i fought 3 or 4 dragons since the patch, only one way out in the middle of nowhere did the flying backwards thing. got his health down to 25% and the thing flew off never to be seen again.
