If a Dragon appears anywhere near a city or populated area I can't fight it. Every single time, I get stopped by the guards and charged for assault. It's seems as if it's simply impossible to not do any collateral damage, no matter how careful I am. It's really absurd that I have to reload every time I get a random dragon encounter because I'm trying to RP a good character.
