Constant FPS drop after weird Steam update

Greetings,
Last night some crash triggered the Skyrim's Steam update, which was ready after a few minutes. After restarting the game I couldn't help noticing that something has changed. Every time I turn on the game and reclaim the control over my character, for the first 15-20 seconds two white bars are vivid on the screen, exactly where the mana and condition bar shall be. Moreover, it wasn't until then when I got the native subtitles - something I've been missing thus far despite choosing "cinematic version (ENG voice acting + native subs)" all the time. Finally, graphic quality seemed to lower in all interiors it seemed. But the worst thing was actually the FPS drop, which I estimate like 7-8 lower per average. I've fiddled with language options for a sec, downloaded english packs and finally decided to uninstall both game and Steam, which led me to reinstall and downloading Steam client of Skyrim. Today I got my language packs and unfortunately the problem is still there - 27-28 fps where it usually was 35 (not to mention that from time to time I was getting about 40-50 on the landscape - now it hardly and rarely exceeds 30).

Have I reached any conclusion regarding this weird issue? Not really... Drivers are up-to-date, no apps running in background, tried to delete cache... Oh, of course the graphic and details settings are exactly the same as they used to be. So, turning the subtitles on may cause all this? Thing is I am not able to disable them, now they always stay...

I'd appreciate any help tremendously.
