I contacted Amazon, from which I bought my ps3 copy, and from what I hear they seem to offer full refund for skyrim. Here is part of the on-line chat with them:

Me:this game I bought for ps3 has serious and systematic glitches that very much lead to its being unplayable (not any problem with the disc). And this has been a recognized problem on the internet. So, I am just asking what you return policy is with respect to this kind of defect on a video game product
K****:You can return the item and if you want you can have the replacement or refund for this item.
Me:thanks, though you return policy says that you do not accept games whose plastic wrap has been opened. So, I was wondering if it is possible for me to return. Also, how would the refund work?
K****:Just a moment let me check that for you.

K****:Thanks for waiting.
I'll provide you with return mailing label for this game. Once we receive the return ,we'll issue you a full refund.
Me:thank you very much! Let me consider this, for I am still hoping the coming patch will fix the problem. so I will wait just a few more days. But I really appreciate your help!
K****:Yes Beth, please wait while I give you the RML for the item.

If the coming patch doesn't help, I will just have to return the ps3 copy and wait a while to get a PC copy for reduced price.
