Its small and yet very annoying at the same time. When its raining or snowing my weapons or hands will start blinking (textures start strobing). I only notice it in first person and it only happens if I look at them with whichever weather effect (be it rain or snow) as a direct backdrop. I hope you will look into this Bethesda.
