For example, let us take a level 1 character with 15 in each skill.
He improves Alchemy to skill 20 (via creating potions), and 'levels up'.
Upon 'levelling' - his Alchemy stat is reset to 15, and he receives 5 skill points to spend wherever he likes. He could for instance spend them on conjuration, or indeed he might want his alchemy stat to actually be 20.
I feel that this would make 'levelling up' a better experience. At the moment I'm hesitant to create any potions, or do any smithing, for fear that it will level my character and make Skyrim harder. If I could choose where to spend the earned skill points, I would probably put 3 somewhere, 1 in alchemy, and 1 somewhere else.
I guess the game would need to remember my skills when I hit a level, and then recall them when I hit the next level, and give me the difference in skill points to spend.
