More challenge without nerfing your stats or damage

I'm considering making this mod for three reasons well once the construction kit is out: One, more creatures/enemies more interesting experience. Primarily though... This is intended to make the game more challenging without nerfing your stats or damage, a more challenging game, but bigger numbers everywhere instead of reducing numbers, also to make exploring much more frightening/atmospheric with extreme power disparities all over the game yet still challenging. And of course... Low level characters will have an extremely difficult time, having to run away a lot, and struggling with it too in their quest for greater power. Do you WANT to be FORCED to ensure your character is powerful enough just to do things that used to seem relatively trivial?? That's exactly what this mod is for. The type of characters that used to seem so overpowered in vanilla Skyrim, will now be struggling to survive or at least run away with a lot of new rare spawns when they are encountered. Formerly uber characters will now be lucky to struggle, characters who never were uber in vanilla Skyrim? Well they'll likely be annihilated. Hopefully if I balance this mod right anyways.

Okay so... Ideas of new enemies. Hopefully with their own spawning frequencies. While I have no experience with Skyrim's textures yet, in theory I should easily be able to make a few new unique looking enemies.

I'm 99% positive I can make a pretty authentic looking golden saint. Simply get armor that looks holy (some in game armor very much has that holy look going on), retexture it gold, get a shield, put a high elf female in it, make the armor unlootable then pretty much instant golden saint. The new dragons, and the mammoths, I'm hoping I can alter some already similar textures in-game to make it work/not look extremely bad, no guarantees though. I can retexture (at least I did in Fallout NV) to a limited degree I can't remodel at all though.

I'm hoping I can also give them all a spawn chance, and likely spawn locations. I think I'd have the vampire ancients randomly spawn in bandit camps/necromancer caves, and sometimes the ancient would already be killing the occupants inside as soon as the player came in. The dremora/golden saints would appear near daedric shrines/sometimes around places with lots of magical stuff going on.

Spawn chance 1 in 60 Quarra Vampire Ancient: 1300 hp, 100 Magicka, melee damage 350, casts a spell that absorbs 20 hp per second though goes out of magicka fast, for the first 60 seconds hits the player for 400-800 damage.

Spawn chance 1 in 60 Berne Vampire Ancient: 980 hp, 100 Magicka, 600 melee damage, casts a cloak that absorbs 10 stamina per second for 240 seconds, casts a spell that absorbs 20 stamina per second, and for 60 seconds runs 20% faster than the player can

Spawn chance 1 in 60 Aundae Vampire Ancient: 1010 hp, 800 magicka, 80 melee damage, summons a storm atronach, casts a one time cloak that lasts for 20 seconds that absorbs 40 hp per second, casts a spell that absorbs 200 hp per second.

Spawn chance 1 in 60 Vorkihar Vampire Ancient: 1100 hp, 100 magicka, 320 melee damage, ice cloak that damages hp by 15 and stamina by 5 per second, 1 time cast spell paralyzes the player for 5 seconds, and does 85 frost damage, also casts a spell that does 15 frost damage 15 health absorb per second 7-20 seconds, and a non-high stamina character is in trouble.

Spawn chance 1 in 35 Golden saint: 785 hp, melee damage 225, constant effect lightning shield.

Spawn chance 1 in 45 Golden saint monarch: 2150 hp, melee damage 295, constant effect lightning shield.

Spawn chance 1 in 20 Dremora Monarch: HP 1475, melee damage 250, spell damage 300, summons a frost atronach.

Spawn chance 1 in 40 Colossal Spider: HP 1800, melee damage 230, poison damage 600. (Only spawns outside).

Spawn chance 1 in 30 Dwemer Mammoth: HP 11,000, melee damage 300. (Only spawns outside).

Spawn chance 1 in 50 Ghost dragon: HP 25,000 magicka 200 melee damage 400-500 (Critting for a thousand sometimes). Spell damage 400-800.

Spawn chance 1 in 100 Dire ghost dragon: HP 75,000 magicka 300, melee damage, 600 critting for 1200, spell damage 720-850.

Spawn chance 1 in 200 Ghost dragon monarch: HP 120,000, magicka 1000, melee damage 632, spell damage 780-890, shock shield that reduces 50 hp per second within 5 feet.

So... Anyways thoughts on this idea? What about spawning rates? Are they not powerful enough? Too powerful? Just right? Has anyone wanted a mod like this?
