Xbox Live: On Demand

I'm rarely connected to Xbox Live, but when I am, I like to buy add-ons and such for games that I own. This time around I found Resident Evil 4 on Xbox Live's On Demand service. My following questions are:

1. Does downloading from there require any online connection to play the game?
2. Is it cloud-based?

I'm only connected once or twice a year and otherwise have no access.
