Picture it, You're galloping along on your horse to Whiterun from Riften. In the distance you hear a long, echoing howl / roar. You have no idea where it's coming from, then a couple of minutes later, WHAM! You get hit from the side and knocked off your horse by a werewolf. As you get up you find that you see 4 more of the beasts leap from the shadows and start to circle you. You find yourself sourounded by 5 werewolves.
But where is the alpha? None of these 5 look big enough to possibly command such animals. After hacking and slashing your way through the few and not without a few gouges and bites. You gather yourself only to see a larger, meaner looking beast in the middle of the road. The Alpha! He/she is the size of a Frost Atronach and just as powerful, with glowing red eyes and brutally long fangs that brim with saliva for the taste of human flesh. The alpha werewolf is twice as agile than the smaller weaker of the species.
Well, that's what I have so far. More to come. I love the idea of having roaming packs of werewolves and being able to become a werewolf hunter, investigating attacks and tracking down who that werewolf is during the day and then taking them down. It would make for a great side questline that could span well across the province and people would call upon you to eradicate Nirn of the rising werewolf threat.
Another idea to add to this is being able to acquire samples of the werewolf for special ingredients. Like, fangs, werewolf fur, saliva. You could mix these with silver dust to create a powerful poison for both werewolves and vamps.
