When using any potion or piece of gear that provides the "Fortify Pickpocket" effect, The success rate decrease by the same amount that it should be increasing. My guess is that there is a typo in the code for this effect. I have seen a post on this forum concerning this issue from December, May, and June ... There have been at least 2 patches since December. Why has this not been corrected yet?
