I know in the peace treaty of the WGC it was stated that the worship of talos should be banded. The thalmor will travel around the world to a basically rule and desolated land to insure the mountain monkeys don't worship him as a god-man. I know that there are other things that launched skyrim into civil war like Ulfric killing the king and all but it all boilies down to worshiping talos.
And really, what does worship really entail in the game? Having a little shrine that you pray to. It's not hurting anyone so why did the thalmor care so much? and do you think there could have been better reason for starting a civil war\? Well i do.

The game world does a really poor effort at showing religion (but it is really important to people in the world), however a war about religion is extremely common, just look back at our history to see that.

ok so they want to wipe out mankind? And starting off by killing followers of talos will help them achieve this goal how? The only logical reason i can think of is talos must be such a significant inspiration to the nords thats its dangerous and thus they need to kill their ideology first. However, according to game lore, the thalmor could have wiped out the empire but what saved the empire was by them signing the WGC. So if the thalmor's objective was world domination then why did they allow the empire to be saved by signing the WGC, it doesnt make sense.
In this universe, if people believe enough if something, they make it true. If people stop worshiping Talos, and forget he is a god, he will cease to be a god. In the game they present the Altmer's motivations in doing this as simply being due to racism. But Michael Kirkbride - one of the ES writers - posted that undoing Talos was the first step in a Thalmor plan to undo all of reality. Talos being one of the forces holding the cosmos together.
