Yes, sir. You should have gotten it after finding it and returning it. After the old man dies, Quintus should send you on a quest to find the parts necessary for the repair.
Go back and talk to him in Windhelm. (although, I must warn you...I think that sneaky bastard Navale switched out bottles on me.)
You'd have to receive a letter from Quintus requesting you to come back to Windhelm after you found the phial for the Master Alchemist. Then you get what he needs to repair the phial. A Briar Heart, Special Snow, and Ground Mammoth Tusk.
Note: there have been bugs about getting the 1st ingredient. Some players get it but it still says they haven't, thus it and every b. heart that you collect become quest items. If that happens you cannot fix the phial until your game corrects itself.
What part is nice, that it automatically refills, or that mine is a cracked POS?

Not sure if that is directed at me, or not. But I will say this, I returned all the ingredients. He told me he fixed it. I picked what I wanted it to do...and it leaks like a sieve.

It's important that you do not have a briarheart in your inventory when you go see Quintus or you'll bug the quest. I wonder if that's what happened to OP???
Skooma, it said I completed the quest. I have know Idea if a finished product of a completed quest could be bugged or not? I would not put it past Skyrim on PS3, however.
Strange thing is, sometimes it is full. 90% of the time, it is empty. And I have never used it.
