REQ mark recall & disable fast travel : V

Can someone make an alteration spell that lets you cast a white rune on the ground that stays there and a self cast that recalls? Is it possible?
And can someone disable fast travel? I really hate it because I have no self control and it would turn 300 into 100000000000000000000000 for me
