1.7 'Patch' is causing A LOT of instability.

1.6 was running fine on my computer, the game had never been so stable. I'd had mods running for at least 2 weeks in complete harmony, never experiencing a crash or loss in FPS.
Then 1.7 hit.
  • Load screens now take at least one and a half minutes.
  • The game takes about 1-2 seconds to respond to a mouse movement or command.
  • FPS has dropped from around 40 in all areas to about 2-5.
I've run the game without my mods active and still experience the same problems, even in a new game.

If no one has any ideas, than can you let me know how to roll back the patch?

That is simple enough. Place Steam in off-line mode, and replace TESV.exe with a backup copy from the previous game version, that you have had the foresight to tuck away in some safe location. If you don't have a backup copy of the previous game folder, then you are out of luck in this matter.

You could also try completely removing (not merely disabling) all your mods to see how a vanilla game would fare.
