Overriding the Steam Cloud

So I noticed my save list is getting a little long and ridiculous again, but I know the Steam Cloud is extremely persistent and can restore files that you deleted days ago if you let it, and that the only way to get it to listen to you instead of what it has saved is to cause a file conflict so that you're given the option to overwrite the Steam Cloud with your data.

Since Steam Support is useless in this regard (why Steam hasn't included a "Wipe Steam Cloud Saves for X Game feature yet I don't know), I was wondering - what exactly do I need to do in order to cause Steam to let me override the Steam Cloud?
