I mean that every TES game had its race that was more 'logical' to be played as, instead of others. Not that the others shouldn't be played of course, but the whole TES 5 is designed to be more barbaric, rough, and stuff. You can play as an Thalmor Altmer, like the OP suggested, but the way the game starts doesn't actually give you that role, being the Thalmor untouchables because of the White Gold Concordat it wouldn't make sense for you (if you chose to be an Altmer) to be there at all! So in the end, the game doesn't allow you be anything else than the Dragonborn, that's the only role you can have.
Though you can 'fix' it just by not thinking that way and adding your character your role and even forget about the main quest and so on. But again, it wouldn't work, because you have to infiltrate the Thalmor embassy and what the hell? How could a Thalmor sympathizer player could ever do that? You're forced not to do that mission, or trying to forget you never did it. The game isn't really full of choices. Older titles seemed to be better on this part. Maybe because all this Dragonborn stuff wasn't so oppressing if not existant at that time.
