Shader model emulators...

Well, i'm pretty sure this netbook can run Arma 2 Free but it needs "Shader model 3.0". I need to know if there are any emulators. It runs Thief 3 at max settings just a little to slows to play and runs the original Deus Ex at max settings with amazing fps.

Thief 3 and Deus Ex are nothing to brag about. They aren't exactly demanding games by todays standard of computers.

Forcing your computer to do something it wasn't made to do can be risky. Games and netbooks are not best buds, and if you aren't careful, you could literally melt your hardware and casing. You could even void its warranty.

Im also going to take a stab and assume you are running an Intel graphics chip, which is below the requirements for the game.

I doubt playing Arma 2 Free on minimum setting would melt it.

There's a .DLL file floating around on the interwebs somewhere that can force your PC to use the shader model 3.0, but be aware that it can cause major damage and even completely destroy your computer.
