When will it come out and will 'General memory and stability optimizations' fix the caching problems or just make the issue less likely to happen?

I don't know, but hopefully it will fix the cache issue, because I can barely play Skyrim with the draw distance problem it has now.

as far as 'General memory and stability optimizations', it may or may not help with caching options, most likely optimizations with preventing the game from lagging/crashing on you
