Has anybody yet found a surefire route to house decoration as it was in Morrowind and Oblivion?

As it is, all items placed will generally return to the spot they were first dropped. Items can no be placed in most areas in outdoor cells, or they will appear frozen in the air upon returning. Small items can not be placed in baskets using any trick or technique.

I have all but given up hope that the issue will be officially patched, now that DLC is in the works/released.
Do PC users have a mod that helps?

I have tried and been using the drop, exit, save, reload, return method. This, although frustrating, works half the time in half the games interiors. Have there been any new tricks in the last few months?
