I never noticed this building until my 4th play through, when I went in it was empty, there wasn't a npc in sight. Is this supposed to happen. Why would Bethesda make a building were no npc enters, leaves, or lives. Maybe this place will have some minor importance in a future DLC. Thoughts.
My best guess is that they were planning to do part of "Diplomatic Immunity" there, or for a quest that got cut; but they decided to leave the space there for possible future use.
It's not a cut quest area. It's an area used in a quest that glitches so exceptionally badly that I guess Bethesda hasn't bothered to fix it or to try and restore it, like so many other things.
Oh, and the glitched quest has nothing to do with Diplomatic Immunity. It's called Missing in Action, and it's glitched so bad that not even the console can fix it.
It's used for a quest. You have to give up your equipment when you go there.
Different place. Thalmor Headquarters is right up the stairs from Castle Dour between it and the Temple of the Divines. Thalmor Embassy outside the city.
I think the Thalmor Headquarters figured into the peaceful solution to Missing in Action before Bethesda axed it.

I meant they axed the peaceful solution. At least partially. You can still opt to do it bloodlessly, until you get there and the game goes "Using your words to solve problems? In Skyrim? Not if I have anything to say about it!" and then it just glares at you until you start killing things.

I know. But when they cut content, it can usually be retrieved (on a PC) with the console. That one can't be. (It reminds me of some of the endings of Fallout: New Vegas, you could try and try, but certain end slides wouldn't show because the programming went bad somewhere.)
