Just a while ago, after getting the new update, I decided to get back into the game before I download Dawnguard, but right off the bat I noticed that quests involving the courier were not starting.

I got a "letter from Calcemo", but nothing popped up as part of the quest. So I tossed the letter out and continued on my way.
Eventually, I got another letter from the courier,"Museum Pamphlet". No quest activated. I know this should have started the Mehrunes Razor quest...
Then, I got the "Letter from Falk Firebeard". This should have definitely started the other Potema quest, but didn't. The option for the quest related conversation doesn't even show up when taking to Falk Firebeard. Now I know something is up.

I haven't changed anything, or added any mods, etc... since the update. So I figured it's a bug. If anyone know's a fix (other than a DIY in the creation kit) I would be grateful.
