I did a favor for Elisif the Fair after the Stormcloaks won over Skyrim. When I returned to speak with her, the Jarls (and those loyal to them) who had been held in the basemant of the Blue Palace suddenly began fighting with everyone else who was not in "safe-keeping" - wtf? How the hell do I deal with this? Can't find anything about it in the official game guide...
