what is going on with these guards? is there someone i can pay off or what can i do to get to the calcelmos translation stone?

Its part of the quest don't worry. You can kill them with no penalties. Once you leave the place after the quest you will not have a bounty.

So you broke in, and are trying to steal the translation stone. Why would guards not attack you? Seriously?

You can do Calcemo's quest to get a key to his museum, and be able to enter without the guards attacking you(in the first room).
