Has anyone had the problem with these shrines where you don't get the benefit of the reduced time between shouts? On mine, every time i pray to the shrine it just says my time between shouts has been reduced by 0%. I've noticed this problem since the beginning of the game. Any ideas? Saves or restarts won't help cuz I've done it several times due to the fact i get bored with my character.

Now you mention it, I have as well. I thought it was because my character wasn't a Nord or because I wasn't wearing an Amulet of Talos or something.

^? The details of the Blessing of Talos are bugged when viewed in-game. The magnitude is displayed as "0%" (truncated from 0.2). Nevertheless, the blessing does still have an effect (confirmed on all platforms). On the PC, this can be verified by checking the player's actor value ShoutRecoveryMult via the console command GetActorValue, comparing it to the base value of 1.00.
