Dual wielding gives the highest possible DPS. Light armour is objectively slightly better, but with the Steed stone especially early on heavy is easier and more enjoyable. Most important ones are your basic combat perks and restoration, so focus on them first. You'll want the steed stone until you get conditioning, then either the Lord until you hit armour cap (inevitable if you upgrade to Daedric armour), or the Atronach (which is extremely useful and versatile). Focus on the left side of the shield tree first if you have to pick a side, block runner and then shield charge are both extremely useful, the former in particular with quick reflexes perk. Enchanting and smithing are easy to overlevel, try not to get them higher than all the other skills- So try to make at least one of the others higher than them.
